New SEPA exemptions for structurally deficient bridges

Planning is now underway for new SEPA exemptions for certain structurally deficient bridges. The recently-enacted transportation funding package included a directive that DOE update SEPA to reflect exemptions for structurally deficient bridges owned by local governments.
